ทางการในต่างประเทศเป็นตลาดหลักทรัพย์หลักหรือเป็นหน่วยงานกำกับดูแลหลัก (home regulator) (2)  ตลาดหลักทรัพย์หลักหรือหน่วยงานกำกับดูแลหลักของประเทศนั้นมีหลักเกณฑ์ในทำนองเดียวกันกับหลักเกณฑ์
