เป็นตราสารหนี้มากกว่าเป็นเงินฝาก เช่น สามารถซื้อขายเปลี่ยนมือได้ อยู่ภายใต้ Medium-Term Notes (MTN) program ของผู้กำกับดูแลในประเทศนั้น หรือมี ISIN code เป็นต้น เพื่อให้นิยามของ “เงินฝากหรือตราสาร
