ที่เป็นสมาชิกสามัญของ International Organization of Securities Commission (IOSCO) “ผู้ลงทุนสถาบัน”[2]  หมายความว่า   

; บุคคลที่ได้รับอนุญาตให้ประกอบธุรกิจหลักทรัพย์จากหน่วยงานกำกับดูแลด้านหลักทรัพย์และตลาดซื้อขายหลักทรัพย์ในต่างประเทศที่เป็นสมาชิกของ International Organization of Securities Commissions (IOSCO)

ที่ได้รับอนุญาตให้ประกอบธุรกิจประเภทดังกล่าวจากหน่วยงานกำกับดูแลด้านหลักทรัพย์และตลาดหลักทรัพย์ที่เป็นสมาชิกของ International Organization of Securities Comission (IOSCO)

ประเทศที่เป็นสมาชิกของ International Organization of Securities Commissions (IOSCO) (2)  มีวัตถุประสงค์ในการสร้างผลตอบแทนให้แก่ผู้ถือหน่วยในลักษณะที่

ขาดความเหมาะสมหรือความน่าเชื่อถือในการประกอบธุรกิจการจัดอันดับความน่าเชื่อถือ หรือไม่ดำเนินการให้เป็นไปตามหลักปฏิบัติในการประกอบธุรกิจการจัดอันดับความน่าเชื่อถือที่กำหนดโดย International Organization of
